NEW YORK ? All year long Eric LeGrand inspired Rutgers from his wheelchair.

How could the Scarlet Knights ever slack off when their former teammate stayed so positive, was so sure he could overcome a devastating spinal injury and one day walk again?

After Rutgers completed its season with a 27-13 victory over Iowa State in the Pinstripe Bowl on Friday, it was time for the Scarlet Knights to thank LeGrand.

"Hey Big E! Hey Big E!" coach Greg Schiano shouted into the microphone as he stood at midfield at Yankee Stadium with the bowl trophy and pointed toward the press box. "This one's for you buddy."

LeGrand, paralyzed after making a tackle during a game last season, was shown on the huge video scoreboard while Schiano spoke ? busting out a wide grin.

"My heart kind of jumped because I wasn't expecting it," LeGrand told the AP in a phone interview.

He then went to the locker room and celebrated his friends. He said he even did a little shoulder dancing.

"That's our brother before and after the injury, and that's how we're going to treat him forever," Rutgers linebacker Khaseem Greene said. "Just having his presence around, it's amazing. He makes the locker room glow."

On the field, a couple of redshirt freshmen lit it up for the Scarlet Knights. Brandon Coleman hauled in an 86-yard touchdown pass in the fourth quarter after Iowa State trimmed the lead to 20-13, and Jawan Jamison ran for 131 yards and two scores on 27 carries.

"That's what we love to do. That's who we want to be," Schiano said about a running game that struggled much of the season, but seems to be in good hands going forward.

The Scarlet Knights (9-4) ran their bowl winning streak to five and improved to 2-0 this season at Yankee Stadium, where they beat Army last month. Rutgers, which played in one bowl game before 2005, is 5-1 in the postseason under Schiano.

The Cyclones (6-7) finished on a three-game losing streak, their last win coming Nov. 18 in Ames, Iowa, when they pulled off the biggest upset of the season against Oklahoma State.

That night Jared Barnett threw for 376 yards. In this game, Steele Jantz, who started the first six games, relieved Barnett in the second quarter and helped pull the Cyclones to 20-13 in the fourth on Jeff Woody's 20-yard touchdown run with 10 minutes left.

"We were not executing in a manner that I felt was going to lead us to a win, and from what we've seen in December's practices, made the switch," Iowa State coach Paul Rhoads said about the quarterbacks.

After an exchange of punts left Rutgers deep in its own end, Chas Dodd went deep to Coleman. The 6-foot-6 Coleman went over 5-7 cornerback Jeremy Reeves, then outran the corner to the end zone to make it 27-13 with 5:47 left.

It was Coleman's only catch, but it turned out to be the play of the game.

"I didn't go out there trying to make a play. I just went out there trying to do my job," Coleman said. "The number was called but I was still calm, cool and collected."

Rutgers grabbed a 7-6 lead early in the second quarter when Jamison powered through a tackler and scored on fourth-and-goal from the 1. On the next possession, Iowa State couldn't handle one of Rutgers' many blitzes, and Greene and Wayne Warren swarmed and stripped Barnett. Scott Vallone scooped up the fumble and returned it 12 yards to the Iowa State 4. The Cyclones managed to hold Rutgers to San San Te's 21-yard field goal.

Jantz replaced Barnett on the next Iowa State series.

The Cyclones didn't hold up as well on Rutgers' next possession. The Scarlet Knights marched 66 yards, 49 on the ground, and Jamison juked his way into the end zone from 12 yards out to make 17-6.

Justin Francis finished Rutgers' strong second half by blocking Zach Guyer's 44-yard field- goal attempt with 57 seconds left.

Iowa State jumped out to a 6-0 lead in the first quarter, with Guyer kicking field goals of 40 and 46 yards on the Cyclones' first two possessions. Inaccurate throws by Barnett were key to stalling each drive.

The redshirt freshman was 2 for 7 before giving way to Jantz, who was 15 for 31 for 197 yards and ran for 36 yards.

"Most of it falls on the offense not executing and not what they did," Jantz said. "Not to take away anything from them because they have a great defense, but then again it ultimately comes back to me because I run the offense."

The Scarlet Knights missed the postseason last year for the first time since 2004, but rebounded this season to challenge for the Big East title behind a defense that came in ranked 14th in the nation.

Greene led the charge Friday with 13 tackles, three for losses, before being carted off in the fourth quarter with an ankle injury. The junior was on crutches after the game and said he thinks he'll be OK in the long run.

Just like LeGrand.

"To have him in the locker room right now with all his buddies, that's special," Schiano said. "That's his senior class."

After Schiano made his short postgame speech, the fans in Yankee Stadium chanted "Eric! Eric!"

"Honestly, this was picture perfect," LeGrand said. "The only thing that would have made it better is if it could have run out there with them."

First Round Chinese Rare-Earth Quota Allocations for 2012

On Dec. 27 the Chinese Ministry of Commerce announced the first round of allocations of rare-earth export quotas?for 2012 to individual companies operating in China. The total export quotas allocated during this first round come to 24,904 t of rare earths. Before we get into more specifics with the numbers, it is important to note that this announcement was unusual for three reasons:

1. The ministry issued separate quota allocations for light (LRE) and medium / heavy (M/HRE) rare earth products, and not just for rare earths as a whole. We?ve been anticipating this change for some time, based on industry chatter from within China, but 2012 marks the first time, to my knowledge, that these separate allocations have been rolled out;
2. Also for the first time (again, to my knowledge), the ministry clearly telegraphed the intended total export quota for the entire year, prior to making the usual follow up allocation announcement next summer; and
3. The Ministry separated individual companies into two groups ? the first group received confirmed quota allocations, while the second received only provisional allocations. Companies were placed into one of these groups based on their progress towards implementing new pollution control regulations, with the latter group only getting their allocated quotas if they meet the various requirements by July 2012. Companies who fail to meet the new requirements, will have their quotas re-allocated to other companies.

In the announcement from the ministry, it was stated that the first round of quota allocations (totaling 24,904 t) will represent 80% of the quota allocations for 2012, which indicates that the total for the coming year will be 31,130 t of rare earths, slightly higher than last year. Here?s how the two groups of allocations break down:

It can be seen that a significant majority of the Chinese/non-Chinese JV companies were placed into the provisional category, including both of the rare-earth enterprises operated by Rhodia (Baotou Rhodia Rare Earth Company and Liyang Rhodia Rare Earth New Materials Co.) and one of the enterprises operated by Neo Material Technologies (Zibo Jiahua Advanced Material Resources Co.).

As usual, in addition to the numbers, the ministry also published its algorithm for assigning specific quotas to individual companies, out of the total allowed. This year, it was based on both the total volume (50%) and the total value (50%) of exported rare-earth sales for each company, in the last three years, compared to the industry as a whole.

Also as usual, a significant section of the media (both mainstream and industry-specific) got this story all wrong, incorrectly focusing on the difference between total quotas allocated and announced at the end of 2010 for 2011 (14,508 t), and the confirmed quota allocations noted above (10,546 t). The valid comparison has to be between whole-year allocations. We probably need to stop thinking about these quota allocations as being specific to six months of a given year only. The Chinese Ministry of Commerce has specified the details for 80% of 2012?s quota, and has indicated the total value of the quotas as a whole. We can expect an announcement in the summer of 2012 giving the details of which companies were allocated the remaining 20% of quotas, and whether or not the companies allocated provisional quotas, received them, or if instead they were reallocated to other companies, and which those companies might be.

There are still some unknowns about the recent quota announcement, which will be important to clarify in the near term. We need to see if any additional rare-earth product types have been added to the list that are counted for quota purposes. I?m also keen to confirm that the term ?light rare earth? in the context of this announcement, refer to products based on lanthanum, cerium, neodymium, praseodymium and samarium, with the term ?medium / heavy rare earth? referring to the rest.

A comment on the allocation of confirmed vs. provisional quotas: unlike a number of industry conspiracy theorists out there, I do not believe that the exclusion of the Baogang Group of companies (and others) from the confirmed quota category, until they complete efforts to clean up their environmental act, is some sort of smoke screen or ruse. Neither do I believe that any aspect (with perhaps one exception) of the announcement, was some sort of response to the approaching on-streaming of Mount Weld in Australia and Mountain Pass in the USA. It seems clear to me, based on discussions with industry insiders, that China continues to march to the beat of its own drum, and while potential new sources of supply from outside of China are of course on the radar in China, they do not drive internal policy.

That said, I will say that it seems curious to me, given the collapse in actual rare-earth exports from China in 2011 compared to the quotas allocated, that the total quotas planned for 2012 are actually higher than for 2011. We know that the significant price increases for these materials were the key factor in the demand destruction (temporarily or otherwise) seen in 2011 (with lanthanum- and cerium-based products seeing the largest declines in demand). It is possible that the authorities in China see prices falling much further than the recent decreases that we?ve seen, to such low levels that the demand for exports will return to 2009 / 2010 levels, which would ?fill out? the 2012 quota allocations.

The questions in my mind then, are these: is the higher-than-2011 total quota level for 2012 simply an action taken passively in the face of anticipated price decreases (partially due to anticipated competition from Mount Weld and Mountain Pass towards the end of 2012)? Or is it in fact an indication that the authorities intend to actually step in and to intervene ? forcing prices lower than their current levels, in a bid to get exports back up to the 30-31,000 tpa level? The answer remains to be seen?

One final note: although it is highly unusual for the Chinese Ministry of Commerce to make the allocation of quotas provisional on meeting certain regulations, it is actually not unprecedented. Last year, 62 t of quota were provisionally allocated to one company, Pingyuan Sanxie Rare Earth Smelting Company, on the proviso that its recent (at the time) infrastructure improvements were inspected and approved by a local regulatory agency in March 2011. The provisional nature of this quota allocation is the reason why you might see slightly different total quotas allocation numbers for 2011 ? mine, above, includes the 62 t ? many others do not.

Garcia?s visit to St. Petersburg is hosted by the Uhuru Movement, which will take him on a tour of the area, highlighting locally-owned community businesses and sites of significance in the historical struggle for the democratic and human rights of the black community.

The Venezuelan government of Hugo Chavez has consistently extended a hand of friendship and support to black and other impoverished communities in the U.S. and around the world. Their offer of material assistance in the wake of Hurricane Katrina was rebuked by then-President Bush, but the Venezuelan state oil company, Citgo, has donated millions of gallons of heating fuel to needy families through private non-profit groups in the U.S.

The Uhuru Movement and the Chavez government in Venezuela share a vision for world transformation to put the resources of Africa and the Americas back into the hands of African and indigenous peoples.

This year members of the Uhuru Movement attended an international meeting of "Afro-Descendents" to strategize ?revolutionary transformations" in Latin America and the Caribbean, held in Caracas, Venezuela.

Marcos Garcia has represented Venezuela at a Washington, D.C. African Liberation Day celebration organized by the Uhuru Movement. He also spoke at last year?s 5th Congress of the African People?s Socialist Party, the leading organization of the Uhuru Movement.

New Ga. law requires safety features on golf carts

ATLANTA -- Golf cart owners in Georgia will soon have stricter requirements to follow if they plan to drive their carts on roadways.

A new law taking effect Jan. 1 creates a separate classification of personal transportation vehicles for golf carts. It also sets standards for towns and counties wanting to create ordinances allowing drivers to use the carts on residential streets and multi-purpose pathways. The law requires that golf carts have braking systems, a reverse warning device, tail lamps, a horn and hip restraints.

The carts must weigh less than 1,375 pounds and not top speeds of 20 mph. The carts must also be registered with the Department of Motor Vehicles.

The bill was signed into law by Gov. Nathan Deal this year after his predecessor, Gov. Sonny Perdue, vetoed a similar measure last year. It had backing from one of Georgia's key industries - golf cart manufacturing.

The Georgia-based International Light Transportation Vehicle Association, formerly known as the National Golf Cars Manufacturers Association - which prefers the term "car" to "cart" - estimates that 90 percent of the golf carts used in the U.S. are made in Georgia.

"Safety is what we're concerned about," said Fred L. Somers Jr., secretary of the association. "Unless you put in some safety equipment accessories, you're just asking for trouble."

And, he added, golf carts are a cheaper form of transportation for people who live in cities where they don't need to travel far to go to the grocery store.

Just 23 Georgia cities have golf cart ordinances, with some places like Peachtree City near Atlanta and Hahira in South Georgia creating golf cart lanes along local roadways, according to the Georgia Municipal Association. Spokeswoman Amy Henderson said the ordinances began popping up a couple of years ago when gas prices spiked, pushing people to cheaper alternatives for getting around town.

State lawmakers who sponsored the legislation did not return requests for comment.

Other laws going into effect next week include a measure allowing cities with 911 centers to require retailers selling prepaid cell phones to charge a fee to support the emergency systems. Towns can charge businesses up to 75 cents per sale, though the fee doesn't apply to sales of $5.00 or less.

Key parts of Georgia's new law targeting illegal immigration are also set to take effect. Starting Jan. 1, any employer with 500 or more employees will have to use a federal database called E-Verify to check the employment eligibility of all new hires.

The mandate is being phased in with smaller businesses that have 100 or more employees required to use the database starting July 1, and companies with more than 10 employees to start using E-verify by July 2013.

Employers with 10 or few employees are exempt from this requirement.

The law's sponsor and supporters said they wanted to deter illegal immigrants from coming to Georgia by making it tougher for them to work in the state. Already, any company with a federal contract is required to use E-Verify, and Georgia has required state and local government agencies and their contractors to use the database since 2007.

But the new law could cause trouble for many businesses, experts say.

"Many Georgia businesses are confused with respect to the provisions of the law that have to do with E-Verify," said Atlanta lawyer Teri A. Simmons, who advises businesses on immigration and employment matters. "Within most businesses, human resources professionals are already dealing with so much that it's hard to also fit in E-Verify training and administration."

When Georgia's governor signed the law in May, Georgia joined Arizona and several other states that have recently enacted tough laws taking aim at illegal immigration. Federal judges have since blocked all or parts of the various laws, and Arizona's is headed to the U.S. Supreme Court next year.

Also taking effect Jan. 1 is a provision that any agency administering public benefits must require each applicant to provide at least one "secure and verifiable document." A list of acceptable documents was provided by the attorney general's office over the summer.

The new law also instructs the state agriculture department to submit a report to the governor and the heads of each chamber of the state Legislature by Jan. 1. The department was tasked with examining the effect of immigration on the state's agriculture industry and providing suggestions to reform a federal guest worker program. The department also was supposed to evaluate the feasibility of a state guest worker program.

Pakistani hockey team leads China 3-0 in international series

Pakistan registered its third straight victory to lead China 3-0 in the four-match series, the first international hockey competition held in this country since 2004.

Pakistan won the third match of the series Saturday afternoon in Faisalabad 3-1. The hosts had already won the first two matches 3-0 and 5-3 in the southern port city of Karachi, Xinhua reported.

Pakistani striker Ali Shan opened the scoring in the second minute. Veteran Shakeel Abbasi doubled the lead in the 21st minute.

Pakistan led 2-0 at the interval, but China pulled one goal back to make it 2-1 thanks to a penalty scored by skipper Liu Yixian in the 61st minute.

Three minutes later Pakistan's Waqas Sharif extended the hosts advantage again to seal the victory.

International sports events had been stopped in Pakistan due to the refusal of international teams after a terrorist attack on the Sri Lankan cricket team in March 2009 in Lahore.

The 28-member Chinese hockey team is the first international team to tour Pakistan in the last seven years.

Though many individual international players toured Pakistan during the last few years, China is the first international hockey team visiting Pakistan after 2004 Junior Asia Cup held in Pakistan.

It's pretty difficult to argue that both Apple's iPod and -- to an even greater extent -- its contentious iTunes software haven't had a massive impact on the music industry. The Recording Academy has decided to recognize this, naming the former CEO and Apple co-founder Steve Jobs for a Trustees Award for "outstanding contributions to the industry in a non-performing capacity." It will be the second Grammy to celebrate Apple's contributions to the music industry -- its work in recording netted it a Technical Grammy exactly ten years ago.

They thought they contained the virus but they didn't. It found its way into the water supply. No one was safe for the first couple waves of infections. People kept drinking the water thinking if they filtered it it would be good enough... It wasn't. People started getting smart they started boiling their water killing all bacteria and other things that might be contaminating the water. Then, it went airborne. No one was ready for how many people died and came back to life within a few hours. There was always a rumor of a cure going around, spreading hope to the survivors, but soon the hope died when no one delivered and the infection was still picking off perfectly healthy people, like those monsters do to fresh meat on bones.

Jury awards record $150 billion payout

HOUSTON?? A jury in Texas has awarded $150 billion in damages to the family of a man who died 12 years after he was horrifically burned on his eighth birthday in what is reportedly the largest personal injury award in U.S. history.

Lawyer Craig Sico said his clients don't expect to collect any of the $150 billion judgment. Instead, they hope it will help persuade prosecutors to seek charges against a man they say doused Robbie Middleton with gasoline and set him on fire.

Middleton survived his horrific injuries for 12 years before dying last year of a rare form of skin cancer, which attorneys argued was related to the extensive burns.

Sico and Middleton's family said they now hope for a renewed investigation of Don Wilburn Collins, who Middleton accused of attacking him.

Collins never faced criminal charges in Middleton's case, in part, prosecutors said, because of inconsistencies in the evidence and difficulty obtaining information from such a young victim.

Sex offender
Now 26, Collins is in prison for an unrelated sexual assault conviction against another 8-year-old boy and for failing to register as a sex offender. He is to be released next year.

He did not appear in court during the civil trial and no attorney appeared on his behalf.

Sico said he asked jurors to make a statement in the case by topping the biggest civil verdict he was aware of ? a $145 billion judgment handed down against the tobacco companies in Florida in 2000.

The Fayette County jury returned the $150 billion verdict Tuesday after a two-day trial.

The Florida tobacco verdict of $145 billion, which was later overturned, had stood as the largest U.S. civil jury verdict, said John T. Nockleby, professor and director of the civil justice program at the Loyola Marymount University School of Law in Los Angeles.

"It's the kind of award that has no meaning outside of an expression of moral outrage," he said. "They could have awarded a trillion dollars, and it would have made no difference."

Middleton's mother, Colleen Middleton, said Wednesday the family hadn't really thought about the size of the judgment.

"We're never going to see any money," she said. "What we thought was please let these people realize Robert was precious, like everybody else's child, and he didn't deserve this."

"When they came back with the $150 billion, I was like: 'They get it.' And that made me feel so good," she said.

Cold case review
Robbie Middleton was attacked on June 28, 1998 ? his eighth birthday ? as he walked through a wooded area in the Southeast Texas town of Splendora, northeast of Houston. A neighbor who discovered the boy told a 911 dispatcher that the burned child said, "Some kids threw the gas on him."

When police questioned the boy, who was burned over 99 percent of his body, he told them: "Don did it."

Collins, who was 13 at the time, was taken into custody five days later. He was held in juvenile detention for six weeks before he was released without charges to the custody of an uncle appointed as his legal guardian.

In a video deposition taken just before he died last year, Middleton identified Collins as a person who sexually assaulted him about two weeks before the fire attack.

Montgomery County Attorney David Walker said Wednesday that the sheriff's department's cold case unit already has been reviewing the Middleton burning case for several months.

Walker, who was not county attorney at the time of the assault on Middleton but was working at the office, told the Los Angeles Times that Collins was not charged because "the case was very, very difficult, with evidence that was not clear or necessarily compelling at that time."

He said Middleton was severely injured and "his ability to say what had happened and who did this horrible crime to him was extremely difficult."

"There will be people who will say that's an excuse, but the professionals here worked very hard," Walker added.

"Two and a Half Men" funeral tops most-DVR'd list (Reuters)

LOS ANGELES (TheWrap.com) ? What do Ben Roethlisberger's Super Bowl choke and "Two and a Half Men's" send-off to deceased cad Charlie Harper have in common? They were the most-TiVo'ed moments on television in 2011.

Pittsburgh Steelers quarterback Roethlisberger's incomplete pass to Mike Wallace during Super Bowl XLV was the year's most "time-shifted" television moment, according to DVR company TiVo's newly released annual report.

Coming in second was the eulogy for Charlie Sheen's character on "Two and a Half Men" during the show's September season premiere.

The Best Pictures Oscar win for "The King's Speech" at the Academy Awards came in third, while "Modern Family" -- a DVR favorite -- rounded out TiVo's Top 5 television moments with its "After the Fire" and "Hit and Run" episodes.

Speaking of "Modern Family," the ABC comedy has overtaken "Grey's Anatomy" as the top-ranked show on the company's "Season Pass" list, which automatically records shows week-to-week, regardless of time-slot changes.

The medical drama had held the top ranking for months. (In this case, DVR use appears to echo real-time viewing; "Modern Family" consistently leads the ratings on Wednesday nights.)

In terms of network breakdown, the most-DVR'ed series -- at least within the scope of TiVo's study -- air on the CW, with "The Vampire Diaries," "Gossip Girl" and "Smallville" being viewed in time-shifted mode more than 83 percent of the time.

This would seem to be in alignment with the CW's younger audience, which presumably has better things to do than plunk itself in front of the television in accordance with the network's dictated schedule.

SPIN METER: GOP debates nonexistent dust rule (AP)

WASHINGTON ? The issue may be dust in the wind, but Republicans are still moving to block it.

Environmental Protection Agency officials have said ? over and over again ? that they won't propose new regulations to limit dust kicked up by farm equipment. But anti-regulation sentiment is strong this year on the campaign trail, and real or not, House Republicans are planning to vote this week to prevent such regulations.

Republicans and even some Democrats have told farm-state audiences that the EPA is considering a crackdown on farms, despite the agency's public statement in October calling that a "myth."

Supporters say they are pushing the bill this week because they want more certainty for the agriculture industry. The House GOP has pushed a host of measures aimed at weakening, delaying or scrapping environmental regulations in recent months, saying they view them as job killers.

South Dakota Rep. Kristi Noem, the bill's sponsor, says the EPA's assertions don't "hold a lot of water" for wary farmers.

"The EPA has been so aggressive on a lot of its policies, so we just want to make sure they can't take any action that can hurt the farm industry right now," she said.

Democrats have scoffed at the bill and are calling it a waste of time.

Maryland Rep. Steny Hoyer, the No. 2 Democrat in the House, joked sarcastically on Tuesday that the bill is "critically important" since the EPA has said it has no intention of regulating farm dust.

"We are once again doing a bill that is not necessary and has no effect," Hoyer said at a news conference at the Capitol.

In letters to two senators in October, EPA Administrator Lisa Jackson said the agency won't expand its current air quality standards to include dust created by agriculture. "We hope this action finally puts to rest the misinformation regarding dust regulation and eases the minds of farmers and ranchers across the country," Johnson said then.

That didn't stop the opponents' message machine. Just a few weeks later, Republican presidential candidate Herman Cain, who has since suspended his campaign, ran a television ad in Iowa that quoted a farmer saying, "The EPA wants to regulate dust."

Though Republicans often blame the Democratic Obama administration for an overly aggressive EPA, the Republican Bush administration also had a hand in the matter. The Bush EPA proposed regulating rural and urban areas when it comes to "coarse particulate matter" ? or soot ? in the air, meaning farms could fall under tighter restrictions. Farm groups challenged that in court, and a federal appeals court ruled in February 2009 that the EPA had already provided the evidence necessary to determine farm dust "likely is not safe."

Obama's EPA initially defended that decision. An EPA spokeswoman said after the ruling that regardless of whether someone lives in a rural or urban area, the threshold for unsafe levels of dust in the air should remain consistent nationally. But later, Jackson said the agency was unlikely to single out farm dust.

Under current rules, states are tasked with making sure that their levels of particulate matter in the air are below certain levels. Farm groups worried, however, that their pollution ? dust kicked up behind a combine, for example ? would be targeted separately or would be vulnerable to additional lawsuits.

Environmentalists say the House bill, which is not likely to make it through the Senate, would prevent the EPA from even considering tighter regulations if that became necessary for public health.

"When it comes to stuff in the air that could harm your health, it would be nice if the government could at least do an honest assessment," says Frank O'Donnell, president of Clean Air Watch. He says the bill is "totally detached from reality ? the kind of issue that makes people cynical about Congress."

Rita Hayworth's grandson found dead in NYC home

NEW YORK (AP) ? A grandson of the late screen actress Rita Hayworth has been found dead in an apparent suicide in New York City.

Police say 25-year-old Andrew Embiricos was discovered in his Manhattan apartment Sunday night with a bag over his head. He was pronounced dead at the scene. No crime is suspected.

A spokeswoman for the medical examiner's office says the cause of his death is pending autopsy results.

Embiricos was the son of Hayworth's daughter Yasmin Aga Khan, a philanthropist known for publicizing the plight of those suffering from Alzheimer's disease.

Hayworth was a legendary beauty who rose to fame in the 1940s and '50s in movies such as "Cover Girl" and "Gilda." She died in 1987 of Alzheimer's disease at age 68.

Iran says it shot down unmanned US spy plane

TEHRAN, Iran (AP) ? Iran's armed forces have shot down an unmanned U.S. spy plane that violated Iranian airspace along the country's eastern border, the official IRNA news agency reported Sunday.

An unidentified military official quoted in the report warned of a strong and crushing response to any violations of the country's airspace by American drone aircraft.

"An advanced RQ-170 unmanned American spy plane was shot down by Iran's armed forces. It suffered minor damage and is now in possession of Iran's armed forces," IRNA quoted the official as saying.

No further details were published.

The U.S.-led coalition in Afghanistan said in a statement the aircraft may be an American drone that its operators lost contact with last week while it was flying a mission over neighboring western Afghanistan.

A U.S. official, who spoke on condition of anonymity because of the classified nature of the incident, said the U.S. HAD "absolutely no indication" that the drone was shot down.

Iran is locked in a dispute with the U.S. and its allies over Tehran's disputed nuclear program, which the West believes is aimed at developing nuclear weapons. Iran denies the accusations, saying its nuclear program is entirely peaceful and that it seeks to generate electricity and produce isotopes to treat medical patients.

The type of aircraft Iran says it downed, an RQ-170 Sentinel, is made by Lockheed Martin and was reportedly used to keep watch on Osama bin Laden's compound in Pakistan as the raid that killed him was taking place earlier this year.

The surveillance aircraft is equipped with stealth technology, but the U.S. Air Force has not made public any specifics about the drone.

Iran said in January that two pilotless spy planes it had shot down over its airspace were operated by the United States and offered to put them on public display. In July, Iranian military officials showed Russian experts several U.S. drones they said were shot down in recent years.

Also in July, Iranian lawmaker Ali Aghazadeh Dafsari said Iran's Revolutionary Guard shot down an unmanned U.S. spy plane that was trying to gather information on an underground uranium enrichment site.

Dafsari said the pilotless plane was flying over the Fordo facility near the holy city of Qom in central Iran but the Guard denied the report, saying its air defenses had only hit a test target.

Iran publicly confirmed for the first time in Feb. 2005 that the United States has been flying surveillance drones over its airspace to spy on its nuclear and military facilities.

The Islamic Republic holds frequent military drills, primarily to assert an ability to defend against a potential U.S. or Israeli attack on its nuclear facilities.

Tehran has focused part of its military strategy on producing drones for reconnaissance and attacking purposes.

Iran announced three years ago it had built an unmanned aircraft with a range of more than 600 miles (1,000 kilometers), far enough to reach Israel.

Ahmadinejad unveiled Iran's first domestically built unmanned bomber aircraft in August 2010, calling it an "ambassador of death" to Iran's enemies.

CAIRO (AP) ? Anticipating a strong presence in the new Egyptian parliament, ultraconservative Islamists outlined plans Friday for a strict brand of religious law, a move that could limit personal freedoms and steer a key U.S. ally toward an Islamic state.

Egypt's election commission announced only a trickle of results from the first round of parliamentary elections and said 62 percent of eligible voters cast ballots in the highest turnout in modern history.

However, leaked counts point to a clear majority for Islamist parties at the expense of liberal activist groups that led the uprising against Hosni Mubarak, toppling a regime long seen as a secular bulwark in the Middle East.

The more pragmatic Muslim Brotherhood is poised to take the largest share of votes, as much as 45 percent. But the Nour Party, which espouses a strict interpretation of Islam in which democracy is subordinate to the Quran, could win a quarter of the house, giving it much power to affect debate.

A spokesman, Yousseri Hamad, said his party considers God's law the only law.

"In the land of Islam, I can't let people decide what is permissible or what is prohibited," Hamad told The Associated Press. "It is God who gives the answers as to what is right and what is wrong."

The Nour Party is the main political arm of the hard-line Salafist Muslim movement, which espouses a strict form of Islam similar to that practiced in Saudi Arabia. Salafis, who often wear long beards and seek to imitate the life of the Prophet Muhammad, speak openly about their aim of turning Egypt into a state where personal freedoms, including freedom of speech, women's dress and art, are constrained by Islamic law ? goals that make many Egyptians nervous.

Salafis object to women in leadership roles, citing Muhammad as saying that "no people succeed if led by women." However, when election regulations forced all parties to include women, Salafi cleric Yasser el-Bourhami relented, saying that "committing small sins" is better than "committing bigger ones" ? by which he meant letting secular people run the government.

In the end, the party put women at the bottom of its lists, represented by flowers since women's photos were deemed inappropriate.

This week, Salafi cleric and parliamentary candidate Abdel-Monem Shahat caused a stir by saying the novels of Egypt's Nobel laureate Naguib Mahfouz, read widely in Egyptian schools, are "all prostitution."

Salafis are newcomers on Egypt's political scene. They long shunned the concept of democracy, saying it allows man's law to override God's. But they formed parties and entered politics after Mubarak's ouster, seeking to enshrine Islamic law in Egypt's new constitution.

By contrast, the Muslim Brotherhood, Egypt's largest and best organized political group, was officially banned under Mubarak but established a nationwide network of activists who built a reputation for offering services to the poor. After Mubarak's fall, the group's Freedom and Justice Party campaigned fiercely, their organization and name-recognition giving them a big advantage over newly formed liberal parties.

Stakes are particularly high since the new parliament is supposed to oversee writing Egypt's new constitution. The Supreme Council of the Armed Forces, which took control of the country when Mubarak fell, has tried to impose restrictions on membership in the 100-member drafting committee. The Muslim Brotherhood has said it will challenge the move, and a strong showing by Islamists in the elections could boost its popular mandate to do so.

Hamed, the Nour Party spokesman, said democracy can't pass laws that contradict religion.

"We endorse Egyptian democracy," he said. "However, I don't give absolute freedom to people to legislate to themselves and decide on what is right or wrong.

"We have God's laws that tell us that."

He suggested, for example, that alcohol should be banned and that a state agency could penalize Muslims for eating during the day during the holy month of Ramadan, when the devout fast from dawn to dusk.

The Muslim Brotherhood and Salafis have both cooperated and disagreed in the past.

They tried to form an electoral alliance, which broke down over disagreements about including Christians and women in their electoral lists. However, the two parties campaigned together in some areas and declined to contest certain seats so as not to split the Islamist vote and allow liberal candidates to win.

The strong Islamist showing worries liberal parties who fear the two groups will work to push a religious agenda. It has also caused many youth activists who launched the anti-Mubarak uprising to feel that their revolution has been hijacked. Still, the liberal Egyptian Bloc coalition, which is competing with the Salafis to be the second-largest parliamentary bloc, could counterbalance hard-line elements.

Cooperation between the Brotherhood and Salafis in parliament isn't guaranteed, said Shadi Hamid, Middle East expert with the Brookings Doha Center. The Brotherhood is a pragmatic organization that will work with other parties to achieve its goals, while the Salafis shun compromise.

Once the parliament is seated, Hamid expects the Brotherhood to focus on establishing a strong parliamentary system, reforming state institutions and boosting the economy ? goals they share with liberal groups.

"Banning alcohol or passing laws on women's dress are not on their priority list, and they see these issues as a distraction from the issues at hand," he said.

Still, a strong Salafist bloc in parliament will have a "massive effect," he said, by giving the group a larger platform for its views.

"The Salafis are going to insert religion into the public debate in a way that would not have happened otherwise," he said.

Many in Egypt's Coptic Christian population, which makes up 10 percent of the country, fear the Salafis will push for laws that will make them second-class citizens.

Even some religious Egyptians see the Salafi as too extreme.

"I am religious and don't want laws that go against my beliefs, but there shouldn't be religious law," said Ahmed Abdel-Rahman, a geography teacher. "I don't want anyone imposing his religious views on me."

The election commission said Friday that more than 8 million eligible voters ? 62 percent ? participated in the first round. But it announced final results in only a few races. It remains unclear when complete final results will be released.

This week's vote, held in nine provinces, will determine about 30 percent of the 498 seats in the People's Assembly, parliament's lower house. Two more rounds, ending in January, will cover Egypt's other 18 provinces.
